What does Allen ask for before a porch is enclosed?
Allen's permit guide puts a residential addition on its own path, apart from patio covers, with a full plan set and a dimensioned plot plan. If the room ties into a post-tension slab, an engineer designs and seals that part. City inspectors do not do energy inspections in Allen, so a certified third party checks the insulation and windows before they are covered up.
The addition path in Allen
Allen's guide to residential submittals has one row for patio covers, arbors and decks, and another for additions and remodels. That second row is the one we file a closed-in porch on.
- A residential addition or remodel goes in through the city's Citizen Self Service portal with a building permit application, construction plans with a plot or site plan, and a review against Allen's Residential Plan Review Guideline. Patio covers are a separate row with their own guideline. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Guide to Residential Building Permit Submittals, 07/06/2026
- The plot plan is its own sheet, apart from the building plans, drawn at 1 inch to 30 feet or larger. It has to show every dimension, the required setbacks, the easements on the plat and the lot coverage. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Plan Review Guideline, June 2026
- The plan set also carries foundation drawings stamped by a Texas engineer, framing and roof plans, a shear wall plan showing the walls braced against wind, and an electrical plan with the smoke and carbon monoxide alarms. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Plan Review Guideline, June 2026
- Allen amended its residential code so that any addition to an existing post-tension foundation, whatever its size, is designed and sealed by a Texas-registered engineer. We find out what kind of slab the house sits on before the room is drawn. City of Allen Ordinance No. 4230-7-26, adopted building codes and local amendments, Amendment to R401.2

The fee lines in Allen
These are city fees from Allen's schedule, last updated June 10, 2026. They are separate from our price.
- A residential addition is charged by its size: 55 cents for each square foot, plus 15 cents for each square foot for plan review. The line is written for additions and accessory structures over 400 square feet, so on a smaller room we confirm the line with the counter. City of Allen Fee Schedule, last updated June 10, 2026 (through Res. No. 4218-5-26(R)), Building Permit Fees, p. 5
- The wiring and the cooling are separate permits. Electrical, mechanical and plumbing work is an over-the-counter trade permit at $75, and the schedule lists a complete HVAC system at $175. City of Allen Fee Schedule, last updated June 10, 2026 (through Res. No. 4218-5-26(R)), Alteration/Minor Modification, Single-Family, p. 6
- Allen's plan review guideline states that the permit fee is due when the permit is issued. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Plan Review Guideline, June 2026

Energy rules and who inspects them
- Allen deleted the energy chapter from its residential code and sends builders to the 2024 International Energy Conservation Code instead. City of Allen Ordinance No. 4230-7-26, adopted building codes and local amendments, IRC Chapter 11 amendment
- Compliance is shown twice. At application, a signed Residential Energy Compliance Form goes in, with a report such as REScheck if the room does not follow the regional simplified table. In the field, the work is inspected against it. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Energy Code Implementation, June 2026
- City of Allen inspectors do not perform energy inspections. A certified third-party inspector does, before the insulation and windows are covered, and leaves the reports in the packet on site, where the city's inspector collects them at the final. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Energy Code Implementation, June 2026
- The simplified table for new homes and additions limits glass to 50 percent and sets the poorest window rating it will accept. A sunroom with more glass than that has to prove itself with one of the report-based methods on the form instead. City of Allen Residential Permit and Construction Packet, rev. 10/08/2026, Residential Energy Compliance Certificate, R401.2.1, October 8, 2026

Allen Questions
What people in Allen ask us
Is an enclosed porch a patio cover permit in Allen?
No. Allen keeps patio covers and additions on separate rows of its permit guide. A porch with walls, windows and cooling is filed as an addition, with the fuller plan set that goes with it.
Can the new room sit on my existing slab?
Only with an engineer's design if the house is on a post-tension slab. Allen's amended code wants a sealed design for any size of addition to one. Sometimes the old patio slab works with new footings at the walls, and sometimes it does not.
Who inspects the insulation and windows in Allen?
A certified third-party energy inspector, not the city. The reports have to be in the packet on site before the city's final inspection.
Can my sunroom be mostly glass?
It can, but not on Allen's simple energy table, which caps glass at 50 percent. A glass-heavy room is checked with a report such as REScheck, and the glass rating and the cooling have to be sized to match.
How long does a porch enclosure take in Allen?
Usually 3 to 6 weeks on site after the permit issues. Long-lead windows, a post that has to come out, or a slab that needs new footings stretch it.
What does a porch enclosure cost in Allen?
Wall length, the windows and door, the cooling, the slab, and matching brick or siding move it most. It is priced in writing after a site walk; the price does not move unless the scope does.
