What does Rockwall require for an outdoor kitchen?
The gas line goes in on a plumbing permit, at least 18 inches down with no shallow exception for a grill, and it has to hold a pressure test before the trench is closed. Wiring is an electrical permit under the 2020 electrical code the city adopted, and a new pad is a concrete permit with a pre-pour inspection. A grill or smoker needs no fire permit as long as someone stays with it and has water or an extinguisher close.
The gas line, from the meter to the grill
Rockwall's fuel gas amendments are where an outdoor kitchen meets its strictest rules. These are the ones that touch a grill line.
- Gas pipe to a grill island is buried at least 18 inches deep. Rockwall does not allow the shallower trench the model code lets a single outdoor appliance use. City of Rockwall Ordinance No. 23-24, adopted codes and amendments, Residential Code G2415.12 and 2415.12.1; Fuel Gas Code 404.12
- Before the trench is filled, the new gas line has to hold a pressure test for at least 15 minutes. City of Rockwall Ordinance No. 23-24, adopted codes and amendments, G2417.4, G2417.4.1 and G2417.4.2
- The gas work files as a plumbing permit, item 1.g on the adopted schedule, at $100. Dig before it issues and the city charges double. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 1.g and 20
- A plumbing contractor registers with Rockwall at no charge, showing a Texas plumbing license, a photo ID and proof of three hundred thousand dollars in liability coverage. The registration lapses when the state license does. City of Rockwall Contractor Registration Document Requirements
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Circuits, and the slab the island sits on
- Rockwall adopted the 2020 National Electrical Code as its electrical code in the same ordinance. A refrigerator circuit, task lights or a rotisserie outlet are wired to that edition. City of Rockwall Ordinance No. 23-24, adopted codes and amendments, Article IX, Electrical Code
- New wiring is its own permit, the electrical other or repair line at $100. The electrical contractor registers free with a TDLR master license, a TDLR electrical contractor license and the same liability proof. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 1.e
- A new slab for the island is a concrete permit applied for in the CityWorks portal. The site plan shows the pad against the property lines, the easements and the house, with its total square footage. City of Rockwall Flatwork and Driveway Permit Requirements
- The city's patio standard is a 4 inch slab with steel reinforcing, doweled into any old concrete, with an expansion joint where it meets the house. City of Rockwall Flatwork and Driveway Permit Requirements, Flat Work Standards
- The adopted schedule sets concrete at 40 cents a square foot with a $100 minimum. The flatwork handout prints half that rate, so we carry the resolution's number until the city bills it. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 5
- Sidewalks, patios and steps get a pre-pour inspection before any concrete is placed. City of Rockwall Residential Inspection Requirements Quick Reference, Flat work pre-pour inspection

A kitchen built as its own building
Most islands sit under a cover, which our Rockwall patio cover page walks through. A kitchen with walls of its own falls under the accessory building column of the UDC instead.
- In SF-7 through SF-16, and the other standard single-family districts, an accessory building tops out at 144 square feet and 15 feet tall, 3 feet off the rear line and 6 feet from any other building. City of Rockwall Unified Development Code, Article 05, Subsection 07.04 table
- A single-family lot gets two accessory structures unless the table allows another number. A cover built into the main structure and counted in its square footage does not add to the count. City of Rockwall Unified Development Code, Subsection 07.04, note 1
- Any accessory building that is not portable sits on a permanent concrete foundation. Greenhouses are the one exception. City of Rockwall Unified Development Code, Subsection 07.04, note 12
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Grills, smokers and open flame
- Rockwall Fire needs no permit for grills, smokers, chimineas or portable fire pits, provided each is used to its maker's instructions and never loaded past the fuel it was built for. City of Rockwall Fire Department, Outdoor Burning Information
- Someone stays with the fire until it is fully out, with a garden hose, a fire extinguisher rated at least 4-A, or dirt or sand and a way to throw it within reach. Nothing but fuel goes in: no yard waste and no trash. City of Rockwall Fire Department, Outdoor Burning Information
- During a burn ban, even those devices stay cold. Any other outdoor fire needs a fire department permit and has to qualify under one of the state's outdoor burning exceptions. City of Rockwall Fire Department, Outdoor Burning Information

Rockwall Questions
What people in Rockwall ask us
Does an outdoor kitchen in Rockwall need a permit?
Several, not one. The gas line is a plumbing permit, a new circuit is an electrical permit and a new pad is a concrete permit. If a roof goes over the island, that is a patio cover permit as well. We file them together so the inspections fall in order.
How deep does the gas line to my grill have to be in Rockwall?
At least 18 inches the whole way to the island. Rockwall deleted the code exception that lets a line to one outdoor appliance run shallower, so there is no short cut near the grill.
Do I need a fire permit for my smoker?
No. A grill, smoker or chiminea needs none if you use it the way the maker intends, stay with it and keep a hose or extinguisher at hand. During a burn ban it stays off.
Can the kitchen be its own building with walls?
Yes, inside the accessory building limits for your district. In the standard single-family districts that is 144 square feet and 15 feet tall on a permanent concrete foundation. Bigger takes a Specific Use Permit.
How long does an outdoor kitchen take in Rockwall?
The trench, the gas test and any new pad come first, and the pad needs time to cure. The island itself runs 1 to 2 weeks on site once the appliances are here. You get the full sequence in writing before we start.
How is an outdoor kitchen priced in Rockwall?
We walk the yard, measure how far gas has to run from the meter and power from the panel, and price it in writing. That number stays put unless you change the scope.
