What does Rockwall require for a home addition?
A building permit through the city's CityWorks portal, drawn to the 2021 codes Rockwall has used since April 2023. The permit is figured on the square footage of the new work, with a residential plan review fee on top, and new heating and cooling, wiring or plumbing each add a trade permit. Every contractor on the job has to be registered with the city.
What the city charges on an addition
Rockwall sets its permit fees in Resolution No. 26-09. An addition usually draws on several of its lines. These are city fees, separate from our price.
- An addition shares a line with remodels: Single Family Remodel / Addition, sixty cents a square foot of the scope of work, never less than $125. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 1.c
- The plans are reviewed for $100, the residential rate. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 18.a
- A new heating and cooling system for the room is the mechanical new installation line, $150. If the house needs a bigger panel or a new service to carry the room, that is the panel, rewire and service line at $150. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 1.d and 1.h
- Taking down an old structure to make room, like a detached shed or a failing patio cover, is its own demolition permit at $100. A new walk or patio poured along the addition is a concrete permit, forty cents a square foot with a $100 minimum. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 5 and 6
- Building before the permit is issued costs twice the permit fee. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 20

Inspections on a Rockwall addition
- An inspection that has to be repeated is $75. One requested outside normal hours is billed by the hour at $75, with a two-hour minimum. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 8.a and 8.b
- The city books inspections through its mobile app rather than CityWorks. Inspectors are at their desks from 7:30 to 8:30 in the morning and 4:00 to 4:30 in the afternoon on weekdays, which is when to reach one with a question. City of Rockwall, Building Inspections, Inspections
- Rockwall moved to the 2021 ICC codes and the 2020 National Electrical Code on April 17, 2023. Plans for an addition have to show the current editions. City of Rockwall, Building Inspections, Adopted codes

Who builds it, and when
- Contractors may work weekdays from 7 AM to 7 PM and Saturdays from 8 AM to 7 PM. No construction on Sundays, or on New Year's Day, Thanksgiving or Christmas. The limits apply to contractors, not to a homeowner working on their own house. City of Rockwall, Building Inspections, Construction hours
- The builder carries a Rockwall general contractor registration, $100 for a year. A state-licensed trade's registration lasts as long as the state license and ends with it. City of Rockwall Resolution No. 26-09, contractor registrations

Rockwall Questions
What people in Rockwall ask us
Do I need a permit for a room addition in Rockwall?
Yes. It is building permit work under the remodel and addition line, applied for in CityWorks, with separate trade permits for new heating and cooling, wiring and plumbing.
How close to the property line can an addition go?
An addition becomes part of the house, so it is held to your zoning district's setbacks and lot coverage. We pull those from Rockwall's development code and your recorded plat before we draw anything.
Can your crew work on Saturday?
Yes, from 8 AM to 7 PM. Rockwall does not allow contractors to build on Sundays or on New Year's Day, Thanksgiving or Christmas.
Does the addition need its own heating and cooling?
Sometimes the existing system can carry it and sometimes it cannot. We size it on the walk. A new system is its own mechanical permit in Rockwall.
How do you price a home addition in Rockwall?
We walk the house and the lot, then put the price in writing. Size, the foundation, the roof tie-in, matching the exterior and the systems move it most. The price does not change unless the scope does.
