What does Rockwall require for a privacy fence?
A permit, cedar boards, and a height of 6 to 8 feet measured from inside your yard. Once a solid wood fence is taller than 4 feet, the code wants metal posts set in concrete or masonry columns, with galvanized or stainless hardware. Where the line can run depends on whether you are on a corner, a through lot or an alley.
Permits, fees and repairs
- No fence goes up in Rockwall until the owner, or someone acting for the owner, has a permit from the Chief Building Official. A repair needs its own fence repair permit once it replaces 25 feet of fence or 5 posts. City of Rockwall Unified Development Code, Article 08, Subsection 08.01
- The adopted fee is $75, and starting work before the permit is issued doubles it. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 7 and 20
- Fence builders register with the city separately, $100, and that registration is good for one year from the day it is issued. City of Rockwall Resolution No. 26-09, contractor registrations

How a Rockwall fence has to be built
- Any solid wood fence taller than 48 inches has to stand on metal posts set in concrete, or on brick or stone columns. Wood posts are out for a standard privacy fence. City of Rockwall Unified Development Code, Article 08, Subsection 08.02(B)(7)
- In established neighborhoods that no planned development ordinance governs, the posts, fasteners and bolts must be hot-dipped galvanized or stainless steel, and the boards cedar at least half an inch thick, never spruce. City of Rockwall Unified Development Code, Article 08, Subsection 08.03(B)(1)
- Height is measured straight up from the natural or average grade on the inside of your yard, and a residential fence tops out at 8 feet. City of Rockwall Unified Development Code, Article 08, Subsection 08.02(D)
- No brace, guy wire, light or sign fixed to the fence may stick out over the property line. City of Rockwall Unified Development Code, Article 08, Subsection 08.02(A)
- Slats, mesh, bamboo, fake plants and banners added to iron or chain link to block the view are banned, and so are precast panels, smooth-face block and corrugated metal fencing. City of Rockwall Unified Development Code, Article 08, Subsection 08.02(B)(5) and (6)

Where the fence line can run
- A side yard fence stops at the front wall of the house. Where there is a front porch, it stops where the porch meets that wall. City of Rockwall Unified Development Code, Article 08, Subsection 08.03(D)(1)(a)
- A corner lot can fence along the street-side property line. Where a house faces the street along that side yard, the fence cannot pass the front yard building setback. City of Rockwall Unified Development Code, Article 08, Subsection 08.03(D)(1)(d)
- Along an alley the fence may sit right on the side or rear lot line. A through lot, with a street at front and back, may fence its rear line only when every lot on the block is built the same way. City of Rockwall Unified Development Code, Article 08, Subsection 08.03(D)(1)(b) and (c)
- Near a corner, nothing may block the view between 2 and 9 feet high inside a triangle running 20 feet back from the intersection of two residential streets, or 10 feet where an alley meets a street. City of Rockwall Unified Development Code, Article 05, Subsection 01.08(B)
- No building is allowed in a floodplain, but a fence there can be approved by the City Engineer under the city's design and construction manual. City of Rockwall Unified Development Code, Article 04, Subsection 04.02

Behind the take line on Lake Ray Hubbard
- A fence in the take area needs a signed sublease first, and only the 438.0 elevation zone allows one. It runs from the rear lot corners 45 feet along the lease line, joined in a straight line, in wrought iron or black tubular steel no taller than 48 inches, and stays out of a neighbor's view corridor. City of Rockwall Unified Development Code, Article 05, Subsection 06.16(K)(6)

Rockwall Questions
What people in Rockwall ask us
Do I need a permit to fix my fence in Rockwall?
If the repair replaces 25 feet of fence or 5 posts, yes, a fence repair permit. Below that, no. We tell you which side of the line your repair falls on before we start.
Can I use wood posts on a 6 foot privacy fence?
No. Rockwall wants metal posts in concrete, or brick or stone columns, on any solid wood fence over 48 inches. The hardware has to be galvanized or stainless too.
I'm on a corner lot. How far can the fence come toward the street?
You can fence along the street-side line, unless a house faces the street along that side. Then the fence stops at the front yard building setback, and it stays clear of the sight triangle at the corner.
Can I put privacy slats in my iron fence?
No. Rockwall bans slats, mesh, bamboo and other screening added to iron or chain link. A solid cedar fence is the way to get privacy here.
I'm on the lake. Can I fence the take area?
Only after the sublease, only in the 438.0 zone, and only as a 48 inch wrought iron or black steel fence running 45 feet out from your rear corners.
How do you price a privacy fence in Rockwall?
We walk the line and put the price in writing. Length, height, gates, the post type the city requires and tear-out of the old fence move it most. The price does not change unless the scope does.
