What the City of Wylie requires

Wylie regulates fences under Chapter 22, Article XVII of its code of ordinances, and it is unusually precise about repairs.

  • A permit is required to install a fence, or to make any alteration, addition or change to one.
  • The only exception: a property owner may replace up to one pole, or “16 inch linear feet” of pickets or rails as the code words it, in any 30-day period to repair a damaged fence. Anything beyond that is a permit.
  • Fee $40.00, from the city’s comprehensive fee schedule.
  • Fence contractors also register with the city, $100.00 a year.
  • The building official wants a plot plan showing the lot, everything on it and where the fence goes, and the finished fence is inspected before the city accepts it.
  • Eight feet maximum along the rear yard or alley line, and on side yard lines up to the building line of the house. Side yard fences must be vertical.
  • Four feet maximum between the building line and the front property line, and the same on the street side of a corner lot where the house faces the side street.
  • Lots over half an acre may run ornamental fencing to eight feet with masonry columns, and every ornamental fence must be at least 50 percent transparent.
  • Metal posts may go on either side of the fence, provided they are not visible from a public street or a public open space such as a park or school.
  • Barbed wire is not permitted, except on arms in industrial districts.
  • No fence in a drainage easement unless the city engineer has advised the building official in writing that it will not impair the flow of water.
  • No part of a private fence may sit on or overhang city property.
  • Pool barriers follow the currently adopted International Swimming Pool and Spa Code, and on a single-family lot the enclosure may surround the whole property.
  • Wylie’s fence article sets no post size or depth. That is left to whoever digs the hole.

Decks, patio covers and the lake

Wylie lists decks among the projects that need a permit, with no size exemption on the list, alongside fences, accessory buildings, carports, patio covers and pergolas, and extending a driveway or patio.

  • Retaining walls over four feet, measured from the bottom of the footing to the top of the wall, must be engineered.
  • The city builds to the 2021 International Residential Code.
  • Patio covers, arbors and carports are permitted as accessory buildings: $50.00 at 120 square feet or less and $100.00 above that, and an outdoor kitchen is its own $200.00 line.
  • If you back onto Lavon Lake, read this part twice.
  • The dam is about three miles east of Wylie, and the U.S.
  • Army Corps of Engineers runs the lake from its Lavon Lake office in Wylie.
  • The land around the lake is federal, and the Corps’ own guidance for neighbors is plain: private, exclusive use of public land is not allowed, and no buildings, pathways or other facilities may be built on it.
  • An adjacent owner may build a fence to, or along, the government boundary line, which is marked by concrete monuments with brass caps.
  • Private land below the 509-foot elevation contour is generally under a federal flowage easement, and any other structure there needs the prior written approval of the District Engineer, even where a newer deed leaves the easement out.
  • If your lot touches either, tell us before we come out.
  • It changes what can legally be built and it changes the paperwork, and we would rather find that out in the driveway than after you are attached to a design.

The ground under a Wylie fence

Wylie has property in Collin, Rockwall and Dallas counties, by the city’s own account. Collin County is the most Houston Black of the five counties we work in: 43 percent of mapped land, with 74 percent rated high or very high for shrink-swell across the top three feet and 65.5 percent in the very high band.

  • The Rockwall County side is higher still, at 95 percent high or very high.
  • Dallas County as a whole comes out at 63 percent, and that figure reflects the shallower soils over chalk elsewhere in the county, Austin, Eddy and Stephen, rather than anything good about the Wylie edge of it.
  • Houston Black is the Texas state soil, and the USDA places it in the Blackland Prairies.
  • It describes the soil as very deep and very slowly permeable, measures it moving about 13 percent of its length between wet and dry, and documents cracks half an inch to four inches wide reaching 12 inches deep or more, open 90 to 150 cumulative days in most years.
  • That movement happens in the top three feet, which is exactly where a fence post lives.
  • Wylie’s code leaves post depth to the builder, which makes depth the first thing to ask any bidder about.

Wylie Questions

Home project questions in Wylie

Do you build fences and decks in Wylie, TX?

Yes. Wylie is inside our service area, about 18 miles west of Royse City. We handle new fences, fence repair, deck building and deck staining throughout Wylie and Collin County.

Can I repair my fence in Wylie without a permit?

Only a little. The code allows one pole, or what it words as “16 inch linear feet” of pickets or rails, in any 30-day period. Past that, Wylie wants a permit, and the fee is $40.00.

Do I need a permit for a deck in Wylie?

Yes. The city lists decks among the projects that require a permit and publishes no size exemption. Patio covers, pergolas and carports need one too.

My lot backs onto Lavon Lake. Can I fence it?

Up to the government boundary, yes. The Corps of Engineers allows a fence to or along the boundary line. Building on the federal land past it is not allowed, and other structures on flowage easement land need the District Engineer’s written approval.

Do you follow HOA fence rules in Wylie?

Yes. Many Wylie subdivisions, Inspiration and Bozman Farms among them, have HOA architectural rules on fence height, material and stain color. We build to common HOA specs and help you confirm the requirements before we start.

Are you insured, and is your work warrantied?

Yes. We carry $1M in general liability plus umbrella coverage, and every fence and deck comes with a 1-year workmanship warranty. We're open Monday through Saturday, 8am to 6pm.

How fast can I get an estimate in Wylie?

Calling (469) 721-0146 is fastest. We call back within one business day, come out to Wylie to walk and measure, and put one price in writing within five business days of the walk.
