Short answer: yes. Rockwall, Royse City and every nearby city in the table below require a permit before you build a new fence. The fee is $75 in Rockwall and $75 in Royse City, and elsewhere runs from $40 in Rowlett and Wylie to $150 in Heath, with Forney's schedule listing two smaller figures. Where the cities really differ is repairs and posts: Rockwall wants a repair permit at 25 feet or five posts while Lucas exempts repairs entirely, and Rockwall, Royse City, Fate, Forney and Princeton write steel or metal posts into their codes. If you have an HOA, its approval is a separate step on top of the city permit.

Heath's fence chapter could not be read online when we re-checked this table, so its repair and post rules above are from our August 2026 reading of the code and are worth confirming with the city. Its fee is from the schedule that took effect on 1 October 2026, which raised it.

Fence permits in Royse City
Royse City's Building Inspection Department states plainly that a permit is required for all fences. Per the city's official Fence Permit Information Guide, here's what a residential fence permit involves:
- Fee: $75 for residential fences.
- What you submit: a permit application, a site/plot plan showing the fence relative to property lines, pools, easements and the house, and a materials list, uploaded through the city's MyGov portal or emailed to permits@roysecity.com.
- Posts: fence posts must be 2-3/8" steel.
- Height: maximum fence height is 8 feet from grade.
- Corner lots: privacy/security fences may be built no closer than 7 feet to the side property line on corner lots.
- Pool fences: fences that serve as swimming pool barriers must meet the 2018 ISPSC barrier requirements.
- Inspections: requested via MyGov, by email, or by calling the city at 972-524-4710.

Fence permits in the City of Rockwall
Rockwall requires a fence permit as well. On the city's current Schedule of Building Permits and Miscellaneous Fees:
- Fee: $75 for a fence permit ($125 for a screening wall).
- Skipping it is expensive: the fee schedule doubles the permit fee for working without a permit.
- Contractor registration: fence contractors must be registered with the city (we handle our own registration, worth asking any bidder about theirs).
- Repairs: replacing 25 feet or more of fencing, or five or more posts, needs a fence repair permit.
Height, material and placement standards, including front-yard and corner-lot visibility rules, are set by Rockwall's Unified Development Code and can vary by zoning district and lot type, so we won't quote specifics here that could be wrong for your street. What do the other cities add?
- Fate: perimeter and screening fences in many subdivisions are maintained by the HOA under the city's development ordinance, with a five-foot wall maintenance easement. Check whether the fence at the back of your lot is even yours before you pay to replace it.
- Heath: fences in front of the building line have to be ornamental wrought iron or tubular steel with at least 75 percent open area, and lakefront lots carry their own rules on top of that. The Heath page has the detail.
- Rowlett: PVC is a permitted fence material, and a fence across a utility or drainage easement needs a notarized fence release waiver.
- Sachse: vinyl is prohibited, the opposite of Rowlett next door, and the fence contractor has to register with the city before the permit issues.
- Forney: a 75126 address is not always inside city limits. Heartland and Travis Ranch are unincorporated, and Kaufman County does not permit fences at all.
- Wylie: lots on Lavon Lake can border federal land, where the Corps of Engineers allows a fence to or along the government boundary line and nothing past it.
- Princeton: a six-foot fence is required in the side and rear yards of most single-family districts. Six feet is a floor there, not a cap. Outside the city but inside its ETJ, Collin County requires a development permit for a fence.
- Lucas: fencing inside the front, side and rear setbacks has to be at least 50 percent see-through, so a six-foot front-yard allowance is not a six-foot solid privacy fence.

How does HOA architectural review work?
Many neighborhoods in Rockwall, Fate, Royse City, Heath and Forney require HOA architectural approval before you build, often with rules on height, stain color, which way the pickets face, and materials. The city permit and HOA approval are separate. Getting one doesn't cover the other, and where the two differ, the fence has to satisfy the stricter one. The same goes for decks and patio covers, which most architectural committees review just as they review fences.
- 1.Read the deed restrictions and the design guidelines first. They usually name the approved fence styles, heights, stain colors and which side faces out.
- 2.Submit the architectural review application with a site plan showing where the fence goes, the height, the material and the stain color. We provide the drawing and the material details for it.
- 3.Wait for written approval before anything is built. Approval turnaround can take longer than the city's permit, so start it first.
- 4.Then pull the city permit, with the approved HOA plan in hand so the two match.
- 5.Keep the approval letter with your permit. It answers the question if the fence is ever questioned by the HOA or a buyer.
Check whose fence it is, too. In Fate the city's own ordinance assigns required screening walls and perimeter fences to the HOA, and Forney's code makes fences subject to deed restrictions explicitly. A fence that belongs to the HOA may not be yours to replace, and may be the HOA's to repair.
Corner lots and repairs
Corner lots. Cities restrict fences near street corners and driveways so drivers can see. Royse City's 7-foot side-setback rule for corner-lot privacy fences is spelled out in its guide; other cities handle visibility through their own zoning rules. If you're on a corner, flag it when you get quotes. It changes the layout.
Repairs vs. new fences. Whether a like-for-like repair needs a permit depends on the city and the scope of work, and the table above shows how far apart the rules are.
