What the City of Rowlett requires
Rowlett regulates fences under Code § 78-313. It is a lighter-touch ordinance than Rockwall’s, with one big exception if you are on the lake. Permit required. Fee $40.00. For comparison, Greenville is $25, Rockwall and Sachse $75, Heath $100 and McLendon-Chisholm $250. Repairs are exempt if the work does not exceed 25 percent of the fence area. Eight feet maximum in the side or rear yard. 36 inches in the front yard , and key lots are capped at 36 inches in both front yards. PVC is permitted. So are chain link, brick, stone, stucco, wrought iron and wood pickets. Worth knowing because Sachse, immediately north, prohibits vinyl outright. Razor wire prohibited. Barbed wire and electric fencing only for large livestock. An 8-foot visibility triangle applies on corner lots where a street and alley meet. If the fence crosses a utility or drainage easement, the city requires a notarized Property Owner Fence Release Waiver . No finished-side-out rule in Rowlett’s code. The Take Area is not your land
If your lot backs onto Lake Ray Hubbard, the strip between your rear lot line and the water is the Take Area. That land is owned by the City of Dallas , leased to the City of Rowlett, and subleased to adjacent property owners. You must have the sublease in place before Rowlett will issue a permit for anything in it, and the city requires a survey, deed and Texas ID to set one up. Permits are required inside the take area for retaining walls, boat houses, piers, docks, patios, barbecue pits, play structures, gazebos and walkways. Separate City of Dallas permits apply to seawalls, boat docks and dredging. The short version: tell us before we come out. The ground under a Rowlett fence
Rowlett’s dominant soils are Heiden clay, Houston Black, Altoga silty clay and the Ferris-Heiden complex. Heiden measures 13.25 percent linear extensibility over the top three feet, marginally more than Houston Black’s 13.
