What does a privacy fence in Rowlett need?
A permit filed through MyGov with a survey or site plan showing the fence line, plus a waiver the owner signs before a notary. Past the take line on a lakefront lot it is a different fence: metal only, no wood, plastic or chain link, and nothing below elevation 438.0.
The Rowlett fence application
- Every fence permit needs a survey or site plan marking where the fence goes, and a fence waiver signed by the homeowner and notarized. City of Rowlett Fence Permit Application
- The form asks for the height, with 8 feet printed as the cap, whether the gates are manual or electric, whether the fence will enclose a pool, how tall any retaining wall under it is, and whether the lot is on a corner. An electric gate adds an electrical contractor to the application. City of Rowlett Fence Permit Application
- A residential fence permit is $40 on the master fee schedule. Build first and permit later, and Rowlett charges double. City of Rowlett Master Fee Schedule, Resolution RES-26-05-42R, May 19, 2026, Other Permit Fees; Work Without Permit
- Rowlett takes every permit through its MyGov system, logged into through the Collaborator button on the city's residential page. City of Rowlett, Residential permits
- Inspections have to be requested before 3:00 p.m., by phone or in MyGov. The result is posted in MyGov and emailed, and no paper tag is left at the house. City of Rowlett Residential Construction Information Packet, rev. Sept. 10, 2024, General Inspection Notes

The easement waiver, in plain words
The waiver is one page. It is the city's way of letting a fence cross an easement without taking responsibility for it.
- By signing, you accept that the city or a utility can take the fence down to reach the easement, and owes you nothing to put it back or pay for it. City of Rowlett Property Owner Fence Release Waiver
- A fence inside a drainage easement may not hold back the flow of water. If you sell, you agree to tell the buyer the waiver exists. City of Rowlett Property Owner Fence Release Waiver
- The waiver still binds you when there is no survey, and when a survey shows no easement but one turns out to exist. City of Rowlett Property Owner Fence Release Waiver

When the fence guards a pool
- Pool equipment may not be mounted on a shared fence between you and a neighbor. City of Rowlett Swimming Pool Permit and Inspection Requirements, revised March 26, 2024
- An existing fence with its rails on the outside can still serve, once anti-climb rails are added up to 48 inches. Chain link openings top out at 2.25 inches unless slats close them to 1.75, and lattice openings stop at 1.75 inches. City of Rowlett Swimming Pool Permit and Inspection Requirements, revised March 26, 2024, Fence Requirements, items 4, 6 and 7
- The permanent fence has to be up, inspected and approved before any water goes in the pool. Until then a temporary fence at least 36 inches tall has to surround the dig. City of Rowlett Swimming Pool Permit and Inspection Requirements, revised March 26, 2024, Inspection Requirements

Fences in the Lake Ray Hubbard take area
Between a lakefront lot's back line and the water, the take area rules decide what a fence can be. Most of what goes up in a Rowlett back yard is not allowed there.
- A fence or wall is a permitted take-area use for a single-family lease. The use table does not allow one in the HOA or multifamily columns, and a security fence is not allowed anywhere in the take area. City of Rowlett Take-Area Regulations, May 2021, Use Regulations, p. 2
- No wood, no plastic and no chain link. Posts are metal, spaced less than 4 inches apart and no more than 2 inches wide, standing 4 to 6 feet tall, in a color that blends with the landscape. City of Rowlett Take-Area Regulations, May 2021, Fence / Wall, pp. 36 and 37
- A leased lot's side fence runs no more than 50 feet from the take line toward the shore, never below elevation 438.0 and never over the lake. Where it crosses an easement or an access path it needs gates with 12 foot openings. City of Rowlett Take-Area Regulations, May 2021, Fence / Wall, pp. 36 and 37

Rowlett Questions
What people in Rowlett ask us
Why does Rowlett want a notarized waiver for my fence?
The application calls for it on every fence. It covers the easements on your lot: the city or a utility can remove the part of the fence in one, and does not have to rebuild it.
Can my privacy fence run along the utility easement at the back?
With the waiver, yes. Just know it can be taken down if the easement is needed, and in a drainage easement it cannot block the water.
I'm on the lake. Can my cedar fence run down to the water?
No. Inside the take area a fence has to be metal, 4 to 6 feet tall, no more than 50 feet past the take line and above elevation 438.0. Wood, plastic and chain link are all out.
Can my old fence count as the pool barrier?
Often. If its rails face out, Rowlett lets anti-climb rails be added up to 48 inches. It has to be inspected and approved before the pool is filled.
How long does a privacy fence take in Rowlett?
Two to four days on site for most yards once the permit is issued and the cedar is delivered. The notary step for the waiver is the part to plan ahead for.
How do you price a privacy fence in Rowlett?
We walk the line, count the gates and check the survey for easements. Then you get one price in writing, and it only changes if the scope does.
