What does Mesquite require for a screen enclosure?
A new porch roof files under the patio cover line of Mesquite's residential fee schedule, and the wiring for fans and motorized screens is an electrical permit. The city adopted the 2024 residential code for work after July 1, 2026, and its amendment says insect screening is not a guard, so a porch floor more than 30 inches above the ground still needs a real railing behind the screens.
The permit lines Mesquite charges
Mesquite's residential fee schedule, revised in September 2026, has no screen enclosure line. A screened porch is built from the lines it does have.
- The porch roof is the Patio or Patio Cover line, $75. City of Mesquite Residential Fee Schedule, revised 09/26
- Wiring for a ceiling fan, lights and screen motors is the electrical line, $75, the same line that covers a full service replacement. City of Mesquite Residential Fee Schedule, revised 09/26
- Every inspection that has to be repeated costs $100. City of Mesquite Residential Fee Schedule, revised 09/26
- Applications go in online through Citizen Self Service, and mailed ones are no longer taken. An application has 45 days to become complete and paid, staff cannot pause that clock, and a fee is not accepted until everything else is in. City of Mesquite, Expiration of Applications, Permits and Projects
- Mesquite works applications in the order they arrive and does not expedite permits. City of Mesquite Rental Property Permitting Requirements for Unpermitted Work

What the 2024 code changes for a porch
- Ordinance 5249, passed May 18, 2026 and in effect July 1, 2026, moved Mesquite to the 2024 International Residential Code with local amendments. City of Mesquite Ordinance No. 5249
- Guards are required on open sides of porches, stairs and landings more than 30 inches above the floor or grade below, and Mesquite's amendment adds that insect screening is not a guard. A raised screened porch gets a railing that meets code, with the screen behind it. City of Mesquite Ordinance No. 5249, Item 37, R321.1.1
- The same amendment bans guards built with horizontal rails or any pattern that works like a ladder. City of Mesquite Ordinance No. 5249, Item 37, R321.1.1
- Every foundation and footing, and any addition of any size to an existing post-tension slab, has to be designed and sealed by a Texas-registered engineer. That covers the piers under a new porch roof. City of Mesquite Ordinance No. 5249, Item 42, R401.2

Inspections, in Mesquite's order
- Trades are inspected on their own. Framing is not looked at until the electrical, plumbing and mechanical rough-ins pass, and the building final waits until every trade final has passed. City of Mesquite, Homeowner Inspection Phase Requirements
- On a rental house, every contractor needs a City of Mesquite professional license, and the owner cannot pull the permit as a homeowner. Plans for a new foundation need an engineer's stamp. City of Mesquite Rental Property Permitting Requirements for Unpermitted Work

Mesquite Questions
What people in Mesquite ask us
Do I need a permit for a screen enclosure in Mesquite?
A new porch roof is a patio cover permit, and any new wiring is an electrical permit. Screening a cover that already exists is the question we put to Building Inspection for your address before we price it.
My porch is a few feet off the ground. Are the screens enough?
No. If the floor is more than 30 inches above the ground within 36 inches of the edge, Mesquite wants a code guard. Its amendment says insect screening does not count as one.
Do the porch posts need an engineer?
Mesquite's amendment calls for an engineer's seal on every foundation and footing, so the piers for a new porch roof are engineered. We carry that in the scope.
I own the house as a rental. Can I pull the permit myself?
No. Mesquite does not treat a rental owner as a homeowner contractor, and every contractor on the job needs a city professional license.
How do you price a screened porch in Mesquite?
We walk it and put the price in writing. Whether the roof is new or already there, how many openings get motorized screens, the railing and the floor move it most. The price holds unless the scope changes.
