Can I build or screen in a porch in Rowlett?
Yes. The roof goes through Rowlett's accessory building permit, and the wiring for fans, lights and motorized screens goes on an electrical permit. The open question is the screen walls: Rowlett sends enclosed accessory structures over 500 square feet to a special use permit, so we get the city's read before we size the porch. Past the take line on Lake Ray Hubbard, the only roofed structure the rules describe is a gazebo that stays open on all sides.
Open or enclosed: the line that matters in Rowlett
Rowlett's accessory handout writes some rules for every structure and stricter ones for enclosed structures. A screened porch sits close to that line, so it is the first thing we settle.
- An enclosed accessory structure has to have exterior walls of a material the adopted building code accepts. The handout does not say whether screen panels count as walls, so we ask the building office how it reads your design. City of Rowlett Residential Accessory Building Requirements, Item a.6
- An enclosed accessory structure over 500 square feet in a residential district needs a special use permit before any building permit issues. Anything that misses the handout's other limits needs a special use permit or a variance. City of Rowlett Residential Accessory Building Requirements, Items a.7 and a.8
- No accessory building may sit on top of an underground gas line or on any easement. We read the recorded plat for easements before we set how deep the porch runs. City of Rowlett Residential Accessory Building Requirements, Item a.9
- The porch roof files on the accessory building permit: $75 up to 250 square feet, with a dime added for every square foot past that. City of Rowlett Master Fee Schedule, Resolution RES-26-05-42R, May 19, 2026, Accessory building, p. 4
- Rowlett's accessory permit form covers patio covers attached or detached, asks whether any part of the lot is in a floodplain, and wants a site plan with the distance from the new roof to every property line and every existing structure. Power for the fan, the lights and the screens
- Rowlett has no screen or motor permit. The circuit for fans, lights and motorized screens is a miscellaneous residential electrical permit, $30 plus $50 for each inspection it takes. City of Rowlett Master Fee Schedule, Resolution RES-26-05-42R, May 19, 2026, Electrical, residential, p. 4
- Electrical, mechanical and plumbing work in an accessory structure is inspected before it is covered, so the ceiling stays open until the wiring passes. City of Rowlett Residential Accessory Building Requirements, Required inspections, item b.3
- If the overhead service line to the house crosses the yard where the porch roof will go, the roof has to keep the clearance the National Electrical Code sets. City of Rowlett Residential Accessory Building Requirements, Item a.10
- Rowlett's amendment requires every foundation or footing, and any addition of any size to an existing post-tension slab, to be designed and sealed by a Texas-registered engineer. Porch piers, or a new slab tied into the house, come with an engineer's seal. City of Rowlett 2021 IRC amendments, R401.2

Screens and the Lake Ray Hubbard take area
The take area behind lakefront lots has its own rulebook. It never mentions screens, and the structures it does allow are written as open ones.
- The take-area rules define a gazebo as a permanent roofed structure open on all sides, with places to sit. The rules never mention screens, so plan on a gazebo there staying open. City of Rowlett Take-Area Regulations, May 2021, Definitions, p. 6
- A lake belvedere may not have glass, plastic or fiberglass siding, which closes the other route to a closed-in room by the water. City of Rowlett Take-Area Regulations, May 2021, p. 27
- Private utilities in the take area have to be buried, with no overhead lines, and no gas, propane, fuel or septic lines at all. Outdoor lighting is not allowed below elevation 438.0. City of Rowlett Take-Area Regulations, May 2021, pp. 42 and 48

Rowlett Questions
What people in Rowlett ask us
Do I need a permit to screen in my patio cover in Rowlett?
Rowlett requires a permit for every accessory structure, and treats enclosed ones more strictly than open ones. We ask the building office how it reads screen walls on your cover before we price it. Wiring for a fan or motorized screens needs an electrical permit either way.
Does a big screened porch need a special use permit?
An enclosed accessory structure over 500 square feet does. Whether screens make a porch enclosed is the city's call, so we get it in writing before designing anything that size.
Can the porch sit over the easement at the back of my lot?
No. Rowlett does not allow an accessory building on any easement or over an underground gas line.
I'm on the lake. Can I screen a gazebo in the take area?
The take-area rules define a gazebo as open on all sides and never mention screens, so we plan it open. Power there has to be buried, and no lights go below elevation 438.0.
How do you price a screened porch in Rowlett?
We walk the porch and put the price in writing. A new roof or an existing one, how many openings get motorized screens, the knee wall and the floor move it most. The price does not change unless the scope does.
