Do built-in cabinets and carpentry need a permit in Heath?
Heath requires a permit to alter a structure or its utility systems, and lists interior remodels and miscellaneous electrical work by name. Its list does not mention cabinetry, so a built-in that is only shelves and doors is a question we put to the permit technician. One with new outlets, lighting or a moved wall is permit work, and every contractor on it has to be registered in the city's OpenGov portal.
Where Heath draws the permit line
- Heath's general rule: a permit is needed when you or your contractor build, repair, alter or replace a structure or its utility systems. City of Heath, Building Inspections
- The city's list of permitted projects names interior remodels and additions, and miscellaneous plumbing, electrical or mechanical work. Cabinets and shelving are not on the list either way, so we ask before we treat a plain built-in as exempt. City of Heath, Building Inspections
- Heath charges $500 for each occurrence of working without a permit, and the same for working without a contractor registration. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Fees on the 2026 to 2027 schedule
Heath's schedule took effect October 1, 2026, as amended through Ordinance No. 260908A. These are the lines carpentry work can touch. They are city fees, not our price.
- Interior work that needs a building permit falls under Addition/Remodel (interior/exterior): seventy-five cents a square foot, with a $250 minimum. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
- Lighting inside a bookcase, an outlet in a window seat or a new switch is a miscellaneous electrical permit, $200. Plumbing and mechanical have their own miscellaneous permits at the same figure. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
- A failed inspection brings a $100 re-inspection fee. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Codes, registration and the application
- Heath adopted the 2021 International Residential Code as its residential code, most recently by Ordinance 240924E, passed September 24, 2024. City of Heath Code of Ordinances, Chapter 153, § 153.080
- Since October 1, 2024 the city has enforced the 2021 ICC codes and the 2023 National Electrical Code, with the North Central Texas Council of Governments amendments and some of its own. City of Heath, Building Inspections
- A contractor has to be registered with Heath to apply for a permit, pay for it, download plans or schedule an inspection. All of it runs through the city's OpenGov portal. City of Heath, Building Inspections
- Registration is $100 and takes a driver's license, the trade license and proof of general liability insurance. Electricians and plumbers register with no fee. The registration form prints a lower renewal figure than the 2026 to 2027 fee schedule, and the adopted schedule is the one charged. City of Heath Contractor Registration Form
- Heath's remodel application, revised November 1, 2022, names the electrical and plumbing contractor for the job and carries sign-off lines for Building, Public Works, Fire, the City Engineer, Planning and Zoning, and septic. Heath Questions
What people in Heath ask us
Do I need a permit for a built-in bookcase in Heath?
A built-in that is only shelves and doors is the question we take to the permit technician, since Heath's list does not mention cabinetry. Add lighting, an outlet or a moved wall and it is permit work.
What if my built-in has lights or outlets?
That is a miscellaneous electrical permit in Heath, pulled by a licensed electrician registered with the city.
Can a built-in go where a wall comes out?
Yes, but taking out or moving a wall is an interior remodel, which Heath lists as permit work. If the wall carries load, the plans show how.
What happens if work starts without a permit?
Heath charges a fee for each occurrence of working without a permit, and the same again for working without a contractor registration. We pull the permit first.
How do you price built-ins and carpentry in Heath?
We measure the room and talk through the piece, then put the price in writing. Size, wood species, paint or stain finish, doors and drawers, and any lighting or wiring move it most. The price does not change unless the scope does.
