What the City of Royse City requires
Royse City regulates fences under Section 6-9 of its zoning ordinance, and it is one of the few cities around here that writes the post into the definition of a fence.
- A permit is required for all fences.
- That is the city’s own wording, and its Fence Permit Information Guide sets the residential fee at $75.00.
- The code publishes no repair threshold the way Rockwall and Fate do, so we ask the city before treating any repair as permit-free. The post is in the definition.
- Section 6-9 defines a fence post as 2-3/8 inch diameter galvanized steel pipe, minimum .095 gauge, set at least two feet deep in wet poured concrete, no more than eight feet apart. A wood post does not meet it.
- Eight feet maximum for a privacy fence, measured from grade.
- Corner lots: a privacy fence stays at least seven feet off the side property line, or 15 feet where the corner lot backs up to a key lot.
- A privacy fence also stays behind the required front yard setback.
- In front of it, only a decorative fence: four feet maximum, no more than 30 percent solid surface, set back seven feet from the front and side lot lines once it is taller than two feet, and never chain link or barbed wire.
- No privacy fence in a visibility triangle, a right-of-way, an access or drainage easement, or a floodway.
- Barbed wire is prohibited citywide, except on agricultural and rural land where it already existed at annexation and on top of security fencing in the industrial district.
- A fence that serves as a pool barrier must meet the barrier section of the 2018 International Swimming Pool and Spa Code.
- The application is a site plan showing the fence against the property lines, pools, easements and the house, plus a materials list. Contractors register with the city.
- Fence and patio cover contractors both fall under the General Contractor registration, $50.00 a year, so it is worth asking any bidder whether theirs is current.

Patio covers, pergolas and decks
Royse City treats a patio cover, pergola, arbor or gazebo as an accessory structure, attached to the house or not, and Section 6-3 of the zoning ordinance sets where one can go.
- Five feet from the side and rear lot lines. Not in the front or street yard.
- Not in any dedicated easement, which on a lot with a utility easement across the back is often the real limit.
- Eighteen feet maximum height, measured from grade to the tallest point.
- And a cap on the total: all accessory buildings and structures together may not exceed 5 percent of the lot or 50 percent of the living area of the house, whichever is greater.
- The city’s Patio Cover/Sunroom Permit guide asks for a site plan with property lines, easements and setbacks, and a plan set with a foundation or pier plan, a framing plan, elevations, electrical details and a typical cross section.
- No work starts until the permit is issued, and the approved plans have to be on site for the inspection.
- The fee is $75.00 for a structure of 250 square feet or less, and more above that. Decks are less clearly written down.
- Royse City builds to the 2018 International Residential Code, whose model text exempts a deck only if it is no more than 200 square feet, no more than 30 inches above grade at any point, not attached to the house and not serving the required exit door.
- The city publishes no deck guide of its own, so we confirm with the Building Inspection Department before treating any deck as exempt.
- The newer communities north of I-30 carry HOA architectural rules on top of all of this, and HOA approval and the city permit are two separate approvals.
Three counties, and clay in all of them
Royse City sits in the northeastern corner of Rockwall County, and depending on where you live in the city, voter registration runs through Collin, Hunt or Rockwall County.
- All three are clay country.
- Rockwall County is 39.5 percent Houston Black clay, and 95 percent of the ground the soil survey rates there is high or very high for shrink-swell in the top three feet, which is exactly where a fence post lives.
- Collin County is 43 percent Houston Black and 74 percent high or very high.
- Hunt County is mostly claypan, but the western third of it by longitude, on the Caddo Mills and Royse City side, is still about 17 percent Houston Black. Houston Black is the Texas state soil.
- The USDA describes it as very deep and very slowly permeable, measures it moving about 13 percent of its length between wet and dry, and documents cracks half an inch to four inches wide reaching 12 inches deep, staying open 90 to 150 cumulative days in most years.
- That is the ground Royse City’s two-foot steel post rule is written for.
- The code is a floor, not a target, and on a long run we size footings for the worst stretch of ground rather than the average.
