What the City of Greenville requires

Greenville’s ordinance is short but specific, and like Forney it tells you what to put in the ground. Permit required. Fee $25.00 , among the lowest around here. For comparison, Rowlett is $40, Rockwall and Sachse $75, Heath $100 and McLendon-Chisholm $250. Forney may be lower still, but its own schedule carries two different figures and we will not repeat one until the city settles it. Permit trigger: no existing fence, or a change in height, location or type, or 50 percent or more replaced . Below that it is a repair and needs no permit. Metal fence posts are required. Pier holes at least 18 inches deep and 6 inches in diameter . Eight feet maximum in the rear yard. 48 inches in the front yard , and the city handout adds that front yard fences must be at least 50 percent open. Finished side faces out , toward any public right-of-way or other public area. Approved side and rear materials: wood, PVC manufactured as fencing, wrought iron, galvanized or vinyl-coated chain link, stone, masonry. Front yards are limited to wood pickets, PVC pickets, vinyl-coated chain link in green or black, and wrought iron. Retaining walls over 2.5 feet require engineered plans. Accessory structures 100 square feet or larger require a building permit. If your property is in the Central Area zoning district, building a deck, fence or garage also requires a certificate of design compliance. Read from the city’s own published code and adopted fee schedule on 22 August 2026. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit. Hunt County is not Blackland

Most contractors in this region will tell you the ground is Blackland clay. In Hunt County that is largely wrong. Hunt County is only 8.1 percent Houston Black. The dominant soil is Crockett. We measured the gradient across the county. Western Hunt, on the Caddo Mills and Royse City side, is 16.1 percent Houston Black. Eastern Hunt, past Quinlan and Lake Tawakoni, is 1.7 percent . What replaces it is Crockett, Axtell, Lufkin and Mabank: claypan soils with fine sandy loam for the first seven to nine inches, then clay. Crockett subsoil is 46 percent clay. Measured across the full three feet a post occupies, those soils move less than Houston Black does, around 6 to 7 percent against 13. We would rather tell you that than overstate it. But the USDA rates anything above 6 percent as high and expects structural damage there, and Hunt County comes out at 86.5 percent high or very high across the post zone, the second highest of the five counties we work in. So the ground here is not as bad as Rockwall’s. It is bad enough, and the sandy surface hides it. That is almost certainly why Greenville’s own code requires metal posts in 18-inch piers when most cities say nothing at all. Pricing
