What the City of Lucas requires

Lucas is more permissive than most of its neighbors on height, and then takes it back with a transparency rule that catches people out. Permit required for all new fencing. Repairs do not require a permit. Fee $75.00. Eight feet maximum on side and rear yards. Six feet in the front yard , which is far more permissive than Rowlett at 36 inches or Sachse at 3 feet. The catch: fencing located within the required front, side and rear yard setbacks must be at least 50 percent see-through . Solid privacy fencing is permitted outside the setbacks. So the six-foot front yard allowance does not mean a six-foot solid privacy fence at the front setback. This is the single most misread part of the ordinance. Sports courts: 10 feet maximum. Anything above 8 feet requires board approval. Prohibited: razor ribbon, plywood, and materials not normally used for fencing. Agricultural fencing is allowed generally but not as a pool barrier . Replacement materials must match the original, and vertical alignment variance is limited to 20 percent. A minimum 3-foot gate is required for emergency access. Pool barriers: 4 feet minimum, self-closing and self-latching gates with the latch in the upper quarter, and the pool barrier permit must be approved before the pool permit is released . Pool setbacks are 20 feet from rear and side property lines. Accessory buildings over 200 square feet require a building permit , and patio covers are named as accessory buildings. Lucas is one of only three cities in our area that publishes a size threshold at all. An engineered foundation is required for structures over 1,000 square feet, or where a new foundation connects to or abuts an existing one. One drafting quirk worth knowing: the fencing article is written to apply to fences “greater than sixty feet in length and greater than thirty-six inches in height.” Read literally, a short tall fence falls outside it. We would not rely on that reading without asking the city. Read from the city’s own published code and adopted fee schedule on 22 August 2026. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit. Unique to acreage lots here

Septic fields decide where a deck can go

Much of Lucas is on septic. Permit submittals for additions and accessory structures with plumbing require septic impact approval from Collin County Development Services . More practically: a deck or a patio placed over a septic drain field is a real problem here in a way it simply is not in a subdivision city on municipal sewer. We locate the field before we design a deck, and if your plan puts a structure on it we will tell you before you are attached to the design. Collin County permits reach further than people expect. The county requires a Development Permit for anything that disturbs ground or adds a footprint, fences named explicitly, and it applies in unincorporated areas and inside city ETJs . On large lots at the city edge, check which jurisdiction you are actually in before anyone digs. Pricing

Lucas soil is less uniform than the rest of our area

Collin County overall is the most Houston Black of the five counties we work in at 43 percent. But Lucas itself is different: it carries a meaningful Austin silty clay and Stephen silty clay component alongside the Houston Black and Heiden. Those are shallower, calcareous soils over chalk and marl, and they move far less. Austin measures 4.98 percent linear extensibility over the top three feet against Houston Black’s 13. So conditions vary across Lucas more than they do in a smaller city, and on acreage lots they can vary within a single property. On a long fence run here we do not assume one condition end to end, and we size footings for the worst section rather than the average. Soil figures computed from USDA-NRCS SSURGO county data. These are county-level figures, not parcel-level. A specific address needs its own lookup, which we do before quoting a long run.

Can I put a six-foot fence in my front yard in Lucas?

You can go to six feet, but anything inside a required setback has to be at least 50 percent see-through. A solid six-foot fence at the front setback is not permitted.

Do I need a permit to repair my fence?

No. Lucas requires a permit for new fencing only.

Can I build a deck over my septic field?

No, and we check before designing. Additions and accessory structures with plumbing also need septic impact approval from Collin County.
