What does Rockwall allow for a patio cover or pergola?
A freestanding covered porch or pergola can be up to 500 square feet, 3 feet off the side and rear lines, 15 feet tall for a covered porch and 12 for a pergola. Attach it to the house and the size cap goes away, but the house's setbacks apply. Behind the take line on Lake Ray Hubbard, it must stand alone and stay under 240 square feet.
The permit and the paperwork
- A patio cover needs a permit, and the adopted fee schedule sets it at $100. The city’s own arbors and pergolas handout from 2023 prints a lower figure; the resolution is the one the counter charges. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Item 1.j
- Arbors and gazebos are on the city's permit-required list too. The fee schedule has no line that names them, so we confirm which line applies before we price the permit. City of Rockwall, Do I Need a Permit?
- The submittal is two sets of plans drawn to scale: a site plan, a foundation or pier plan, a roof framing plan, elevations and a typical cross section. City of Rockwall Arbors, Pergolas and Patio Covers handout, 04/2023, Items 2 and 3
- Everything runs through the CityWorks Public Portal: the application, the fee and the inspections. An inspection has to be requested by 7:30 PM the day before. City of Rockwall Residential Inspection Quick Reference, 03/2026
- Start work without the permit and the fee doubles. A general contractor also has to be registered with the city every year, and electrical, plumbing and mechanical contractors must carry liability coverage to register. City of Rockwall Contractor Registration requirements, 01/2026

How big, how tall, and where it can sit
- A freestanding covered porch is capped at 500 square feet and 15 feet tall, set 3 feet off the rear and side lot lines and 6 feet from any other building. City of Rockwall Unified Development Code, rev. 07/22/2026, Article 05, Subsection 07.04
- A freestanding pergola gets the same 500 square feet and 3-foot setbacks, but only 12 feet of height. City of Rockwall Unified Development Code, rev. 07/22/2026, Article 05, Subsection 07.04
- Attach the cover to the house, or join it to the house, and the size cap no longer applies. It has to meet the house's own setbacks instead. The UDC counts a structure as part of the house when it shares any part of a wall or sits under an extension of the main roof. City of Rockwall Unified Development Code, rev. 07/22/2026, Subsection 07.04 note 10; Article 13, 02.02(B)(1)
- Height is measured to the highest point of a flat or shed roof, and to the midpoint of a gable or hip. A gabled cover can look taller than its permitted number. City of Rockwall Unified Development Code, rev. 07/22/2026, Article 13, Subsection 02.01(18)
- It has to sit behind the front of the house and be architecturally compatible with it. Pergolas do not count toward the number of accessory structures on the lot, but they do count toward lot coverage, which is 45 percent in the SF-7 through SF-16 districts. City of Rockwall Unified Development Code, rev. 07/22/2026, Subsection 07.04 notes 3 and 11; Subsection 07.01
- Anything bigger or taller than the table allows needs a Specific Use Permit from City Council. A two-story accessory structure is not allowed at all. City of Rockwall Unified Development Code, rev. 07/22/2026, Subsection 07.04 notes 5 and 8

Footings, fire and gas under the cover
- Rockwall builds to the 2021 International Residential Code under Ordinance 23-24, with an amendment that every foundation or footing, and any addition to one, be designed and sealed by a Texas-registered engineer. We confirm with the city whether it is read onto patio cover piers before we draw. City of Rockwall Ordinance 23-24, adopted codes and amendments, Amendment to R401.2
- A fire pit stays at least 10 feet from structures and anything combustible, under 3 feet across, and inside the zoning setbacks. That rules out a fire pit tucked under most covers. City of Rockwall Ordinance 23-24, adopted codes and amendments, R1001.14
- A decorative outdoor gas appliance, like a fireplace or fire table, stays at least 3 feet from combustibles and from property lines, or the manufacturer's clearance if that is more. City of Rockwall Ordinance 23-24, adopted codes and amendments, G2453.1
- There is no outdoor kitchen permit in Rockwall. The grill line, the sink and the outlets go in as plumbing, mechanical and electrical permits, each with its own fee, and a new pad is a concrete permit priced by the square foot. City of Rockwall Resolution No. 26-09, Schedule of Building Permits and Miscellaneous Fees, Items 1.e, 1.g, 1.i and 5

Behind the take line on Lake Ray Hubbard
Lakefront lots in Rockwall lease the strip behind the take line, and the overlay that governs it has its own size table for every outdoor structure.
- A covered patio there must be standalone, never attached. Cedar, redwood, ironwood, composite or metal; a clay tile, standing seam, slate, concrete or ceramic shingle roof at a 4:12 pitch or steeper; no more than 18 inches of overhang; 15 feet tall and 240 square feet at most; 6 feet from the seawall cap and 20 feet from the leased side yard. City of Rockwall Unified Development Code, rev. 07/22/2026, Article 05, Subsection 06.16(K)
- A pergola is capped at 12 feet and 240 square feet, and in the lowest elevation band it must be composite or metal. A gazebo is capped at 144 square feet and 15 feet, or 18 with a cupola, on steel-reinforced concrete piers. City of Rockwall Unified Development Code, rev. 07/22/2026, Article 05, Subsection 06.16(K)
- No canvas, cloth or mesh on any of them. No plumbing or cooking inside them. The only cooking allowed is a barbecue pit in the upper band, burning charcoal or wood with no buried gas, and the sublease bars propane tanks. City of Rockwall Sample Residential Sublease Agreement, Article 6(B)
- Nothing gets permitted before the sublease, which costs $200 to start, runs to January 16, 2041, and is open only to detached single-family lots at least 45 feet wide. Plans then need approval from both Rockwall and the City of Dallas. City of Rockwall Takeline

Rockwall Questions
What people in Rockwall ask us
How big can a patio cover be in Rockwall?
Freestanding, 500 square feet. Attached to the house, the size cap does not apply, but the cover has to meet the house's setbacks. Either way it counts toward the lot coverage limit.
How close to the back fence can a pergola go in Rockwall?
Three feet from the rear and side lot lines, and 6 feet from the house or any other building if it stands alone.
How tall can my pergola be?
Twelve feet for a pergola and 15 for a covered porch. On a gabled roof the height is measured to the midpoint of the gable, not the ridge.
Can I put a patio cover behind the take line?
Yes, standalone only, up to 240 square feet and 15 feet tall, with an approved roof material, after the sublease is in place and both Rockwall and Dallas approve the plans.
Can I have a gas grill or fire pit under my cover?
A grill is a plumbing and electrical permit job. A fire pit has to stay 10 feet from the structure, so not under it. Behind the take line, no gas at all.
Do I need an engineer?
Rockwall's amended code calls for a Texas engineer's seal on foundations and footings. Our patio cover scope carries an engineered plan set as its own line, so it is covered either way.
