Do I need a permit for a concrete patio or driveway in Rowlett?
Yes. Rowlett wants a permit for any concrete slab, private walk, patio or driveway extension, and its inspector signs off on the steel before the truck pours. The approach and any city sidewalk out front are Engineering's, on a separate flatwork permit with its own inspections.
The Rowlett flatwork permit
- Rowlett's concrete handout starts with the rule: any concrete slab, private walk, patio or driveway extension requires a permit. The building permit for it is $75, paid when the permit is picked up. City of Rowlett, Concrete Driveways, Sidewalks and Patios, General Information, item 1
- The application rides on a survey that shows the platted setback lines and easements, with the new concrete drawn in and measured to each property line and every other building on the lot. City of Rowlett, Concrete Driveways, Sidewalks and Patios, Information needed for submittal
- The city inspects once the reinforcing steel is set and before concrete is poured, then again when the work is finished. No sign-off on the steel, no pour. City of Rowlett, Concrete Driveways, Sidewalks and Patios, Required Inspections
- Rowlett splits the inspectors by location. Driveways, patios, porches and private walks are checked by a Building Safety inspector. City sidewalks and drive approaches, and any driveway poured together with its approach, are checked by a Development Engineering inspector against the city's standard details. Driveways and the approach
- Engineering's own residential flatwork permit, for the drive approach, the sidewalk and other concrete in the right of way, is $100 and includes two inspections. After two failed inspections, each extra one is $50. City of Rowlett Master Fee Schedule, Resolution RES-26-05-42R, May 19, 2026, Engineering, p. 10
- A driveway is at least 10 feet and at most 20 feet wide where it crosses the property line. City of Rowlett Residential Construction Information Packet, rev. Sept. 10, 2024, Concrete Driveways
- The approach is built heavier than the driveway behind it and pinned into the street with steel bars set in epoxy. There is no expansion joint at the street itself, but there is one at the sidewalk and another at the property line. City of Rowlett Residential Construction Information Packet, rev. Sept. 10, 2024, Drive Approach off Concrete Street
- Rowlett's Shared Steps program splits the cost of city sidewalk repair 50/50 with owner-occupied homesteads, and income-based help can cover more. It does not cover driveway approaches, and an owner who hires a private contractor pulls the permits and pays the whole cost. City of Rowlett, Shared Steps Sidewalk Repair Program

Finishes, joints and the lake
- Stamped, stained or other decorative concrete is allowed on private property only. Anything poured in a street or alley easement gets a plain brush finish. City of Rowlett Residential Construction Information Packet, rev. Sept. 10, 2024, Decorative Concrete
- Patios and driveways need expansion joints every 20 feet and wherever they meet the house or older concrete. Steel bars run through each joint to tie the slabs together, except at the house foundation. City of Rowlett Residential Construction Information Packet, rev. Sept. 10, 2024, Flatwork on Private Property; Concrete Driveways
- Past the take line on Lake Ray Hubbard, a patio is capped at 400 square feet and 36 inches high, the rules list water-resistant wood or native stone as its materials, and it may not reach into an easement or an access path. We get the city's answer before pouring concrete there. City of Rowlett Take-Area Regulations, May 2021, Deck / Patio, pp. 33 and 34
- Work in the take area also needs a Take Area Site Improvement Permit, $80 on the city's fee schedule. City of Rowlett Master Fee Schedule, Resolution RES-26-05-42R, May 19, 2026
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Rowlett Questions
What people in Rowlett ask us
Do I need a permit to extend my patio in Rowlett?
Yes. A patio or driveway extension is named in Rowlett's rule, and the new slab is tied to the old one with steel at the joint, which the inspector sees before the pour.
Can I stamp my driveway in Rowlett?
The part on your lot, yes. Rowlett keeps decorative finishes off anything in a street or alley easement, so the approach gets a brush finish and the stamping stops at the property line.
How wide can my driveway be at the street?
Between 10 and 20 feet where it crosses the property line. Anything past that is a question for Engineering before we form it.
The city sidewalk in front of my house is cracked. Can you replace it with the driveway?
We can, on Engineering's flatwork permit, and then the whole cost is yours. If you would rather use Rowlett's Shared Steps program, the city does the sidewalk itself and shares the cost, but it will not touch the driveway approach.
I'm on the lake. Can I pour a patio in the take area?
The take-area rules cap a patio at 400 square feet and list wood or native stone as its materials, and the work needs a site improvement permit. We ask the city before planning concrete past the take line.
How do you price a concrete patio or driveway in Rowlett?
Size, tear-out, access for the truck, the finish and any approach or sidewalk work move it. It is priced in writing after a site walk, and the price does not move unless the scope does.
