Do I need a permit to renovate a bathroom in Heath?
Yes, for anything past new finishes. Heath lists interior remodels and plumbing work as permit work, and both are filed in the city's OpenGov portal. If the house is on septic, the city's own Building Official enforces the state septic rules, and changing the system takes a septic permit of its own.
The city permits on a Heath bathroom
These are Heath's fees on the 2026 to 2027 schedule. They are the city's charges, not part of our price.
- Heath's list of work that needs a permit includes interior remodels and miscellaneous plumbing, electrical and mechanical work. A new shower valve, a moved drain or a new exhaust fan all count. City of Heath, Building Inspections
- The bathroom is permitted on the Addition/Remodel line: seventy-five cents for each square foot of the renovated area, and never less than $250. A small bath usually pays the minimum. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
- The plumbing permit for the bath is $200, and a new circuit for a heated floor is an electrical permit at the same figure. City of Heath Master Fee & Rate Schedule 2026-2027, Section 04, effective October 1, 2026
- Heath's residential remodel application has a sign-off line for septic next to Building, Public Works and Fire, so on a septic lot the reviewer sees the bath plans too. If your Heath home is on septic
A bathroom sends its water to the septic system, so the system's rules travel with the remodel. Heath enforces them through its own building department.
- Heath adopted the state's on-site sewage rules and named its Building Official, or a representative certified by the Texas Commission on Environmental Quality, to enforce them, inspect systems and collect the fees. City of Heath Code of Ordinances, Chapter 53, Wastewater, § 53.02(A) to (C)
- Installing, repairing or changing a septic system without a permit is an offense in Heath. Changing an existing system is $400, and a new or replacement system is $750, paid when you apply. City of Heath Code of Ordinances § 53.02(E); Master Fee & Rate Schedule 2026-2027, OSSF / Septic Systems
- The septic modification application asks for the system's original design, or a letter from the maintenance company showing where the system and its sprinkler heads are, a site diagram, and a copy of the current maintenance contract and inspection report. City of Heath Application for OSSF Modification Permit, updated 10/07/2010
- The city issues no permit for a new septic system on a lot under one acre. Systems already in place before the rule are exempt, so on a smaller lot the remodel works with the system already there. City of Heath Code of Ordinances, Chapter 53, Wastewater, § 53.02(F)
- Any system with a pump has to include an aerobic treatment unit, because of how Heath's soil handles wastewater. City of Heath Code of Ordinances, Chapter 53, Wastewater, § 53.02(G)
- A system that needs maintenance has to be kept under contract with a licensed maintenance company. That contract is one of the papers the city asks for. City of Heath Code of Ordinances, Chapter 51, Water and Sewer, § 51.03(G)(2)
- Before a Heath property changes hands, the septic system has to pass a compliance inspection by the city, or a registered sanitarian's inspection the Building Official accepts. A bath remodeled ahead of a sale should leave the system in shape to pass. City of Heath Code of Ordinances, Chapter 53, Wastewater, § 53.02(I)
Read from the city’s own documents on the dates linked. Codes and fees change and city staff interpret them, so we confirm for your address before we pull the permit.
Heath Questions
What people in Heath ask us
Does a bathroom remodel in Heath need a permit?
Heath lists interior remodels and plumbing work as permit work. Replacing a mirror or paint does not get you there; a new shower, a moved drain or a new circuit does.
My house is on septic. Does that change the bathroom job?
It can. The remodel application carries a septic sign-off, and any change to the system itself takes a septic permit from the city. We ask the city's septic reviewer how your plans read before we price the plumbing.
Can I add a second bathroom on septic in Heath?
That depends on the system, and we ask the city before we draw. If the system needs changing, Heath requires a modification permit with the original design, a site diagram and your maintenance contract.
I am selling soon. Should I remodel the bath first?
If you do, keep the septic in mind. Heath requires a septic compliance inspection before title transfers, so the system has to be in order either way.
How do you price a bathroom renovation in Heath?
We walk the bathroom, then put the price in writing. The shower, the tile, the glass and any plumbing that moves are what move it. The price does not move unless the scope does.
