What Collin County requires
Collin County requires a Development Permit for any project that will result in disturbance of ground or addition of footprint on a parcel. The county’s own guidance names fences explicitly. The part that surprises people: it applies if you are outside city limits but within Collin County, including unincorporated land and within any city ETJ . A large part of the growth ring around Princeton, Lucas, Farmersville and Josephine is ETJ. Being past the city limit sign does not put you outside the requirement. No contractor registration. Unlike Rockwall County, Collin does not require contractors to register with the county. No general zoning in unincorporated areas, with narrow exceptions. So there is no county height limit and no county material rule. The permit is about ground disturbance and addressing, not design. Your height limit comes from your deed restrictions or your HOA. Collin County does not address raw land. An address is conferred through the permitting process, which matters if you are building on a new tract.
