What Collin County requires
Collin County requires a Development Permit for any project that will result in disturbance of ground or addition of footprint on a parcel.
- The county’s own guidance names fences explicitly.
- The part that surprises people: it applies if you are outside city limits but within Collin County, including unincorporated land and within any city ETJ .
- A large part of the growth ring around Princeton, Lucas, Farmersville and Josephine is ETJ.
- Being past the city limit sign does not put you outside the requirement. No contractor registration.
- Unlike Rockwall County, Collin does not require contractors to register with the county.
- No general zoning in unincorporated areas, with narrow exceptions.
- So there is no county height limit and no county material rule.
- The permit is about ground disturbance and addressing, not design.
- Your height limit comes from your deed restrictions or your HOA. Collin County does not address raw land.
- An address is conferred through the permitting process, which matters if you are building on a new tract.
- Rules and fees change, so we confirm for your address before we pull anything.

Cities inside Collin County we work in
The cities here publish very different fence ordinances, and they do not agree with each other.
- City Fence permit Princeton: requires a minimum 6 ft fence in side and back yards of most single-family districts. Wood posts prohibited.
- Permit on work over 20 ft $75 Lucas: 6 ft allowed in front yards, but anything inside a setback must be 50% see-through.
- Repairs need no permit $75 Sachse (Collin portion): footing depths written into code, 24 in. under 7 ft and 36 in. above.
- Vinyl prohibited $75 Wylie: on the Collin County side of our range See city Murphy: post depth written into code by fence height, 18 in. to 3 ft.
- A permit on repairs of 15 ft or 5 posts $100 Plano: front yard fences 40 in. and 50% open.

- Austin silty clay is the county’s second most common soil, and around Lucas in the south-central county there is a meaningful Austin and Stephen silty clay component.
- Those are shallower calcareous soils over chalk and marl, and they move far less, around 5 percent against Houston Black’s 13.

I am outside city limits. Do I need a permit for a fence?
In Collin County, yes. A Development Permit is required for anything that disturbs ground or adds a footprint, and fences are specifically named. It also applies inside city ETJs.
Is there a county height limit?
No. Collin County has no general zoning in unincorporated areas. Your height limit comes from your deed restrictions or your HOA.
Do you have to register as a contractor in Collin County?
No. Collin does not require it. Rockwall County does, and we are registered there.
Which city here has the strictest fence rules?
It depends what you mean by strict. Princeton requires you to have a fence at all, and prohibits wood posts. Sachse, Princeton and Murphy all write post depth into the code: 24 and 36 inches in Sachse, two feet in Princeton, and 18 inches to three feet by fence height in Murphy. Lucas is the most permissive on height and the only one that exempts repairs entirely.
