What Hunt County requires

Very little, and the county says so plainly: Hunt County does not issue certificates of occupancy and does not require building inspections. There is no county building permit and no county fence permit. Culvert permits for all new driveways, through the Commissioner’s office. Development permits for any property containing floodplain, required before a 911 address or a septic permit issues. Septic and OSSF permits for all systems, through the Hunt County Health Department. The one real exception is Lake Tawakoni. Property within 5,000 feet of the lake project boundary falls under the Lake Tawakoni Planning and Zoning Ordinance, administered by the Lake Tawakoni Planning Commission. It has its own screening, fence and wall section, requires fences to be architecturally harmonious with the development in the single-family and RC-1 districts, and requires a building permit before erection, alteration or conversion. That reaches Quinlan and the shoreline area. We have verified the section exists and requires a permit; we have not extracted its specific height and material limits, so if your job is near the lake we call the Planning Commission before quoting. Cities inside Hunt County we work in

Greenville is the only one with a substantial fence ordinance, and it is one of the cheapest permits in our whole service area. City Fence permit Greenville: county seat. Metal posts required in piers at least 18 in. deep by 6 in. across. Deep in claypan country See city Union Valley: incorporated, ZIP 75189, partly Royse City ISD See city Greenville’s $25 fee is among the lowest of any city we work in. For comparison, McLendon-Chisholm charges $250. Forney may be lower, but its own schedule carries both $20 and $25 and we will not repeat one until the city settles it. The soil here is not what people tell you

This is the section worth reading if you have been quoted by someone who talks about Blackland clay. Hunt County is only 8.1 percent Houston Black clay. The dominant soil is Crockett. We measured the gradient across the county. Western Hunt, on the Caddo Mills and Royse City side, is 16.1 percent Houston Black. Eastern Hunt, past Quinlan and Lake Tawakoni, is 1.7 percent . Houston Black essentially disappears out there. What replaces it is claypan: Crockett, Axtell, Lufkin and Mabank, each with a fine sandy loam surface that digs easily and feels stable, plus Wilson. The sand stops at seven to nine inches. Under it is clay running 40 to 46 percent clay content. Measured over the full three feet a post occupies, that ground moves less than Houston Black does, around 6 to 7 percent against 13. We would rather be accurate than dramatic about it. But the USDA calls anything above 6 percent high and expects structural damage there, and Hunt County comes out at 86.5 percent high or very high across the post zone, the second highest of the five counties we work in. So the ground here is not as bad as Rockwall’s. It is bad enough, and the sandy surface hides it. That is the real risk in Hunt County: not worse ground, but underbuilt fences on ground that looked easy. Soil figures computed from USDA-NRCS SSURGO county data. Do I need a permit for a fence in unincorporated Hunt County?

No, unless you are within 5,000 feet of Lake Tawakoni, where the Lake Tawakoni Planning and Zoning Ordinance applies and requires one.

Does Hunt County inspect construction?

No. The county issues no certificates of occupancy and requires no building inspections.

My ground is sandy. Do I still need deep posts?

Yes. In most of Hunt County the sandy surface is only seven to nine inches deep and sits on clay. That clay moves less than Rockwall’s, but the USDA still rates it high enough to expect structural damage. Setting to the sand is setting to nothing.
